I know this is old, but it's the first search result in Google and doesn't have a proper answer. Fourth, you will receive a dialogue box for any matching / existing contacts. Local contacts always trump Active Directory contacts, and do not update when changes happen in AD (by design). For now, I've written an Outlook plugin that performs these steps automatically for the company I work for. Not the nicest way as in - why isn't this default?!
These screenshots are from Outlook 2013, but the process works identically in 2010 or 2007. Choose "Update All", wait a moment, and you're done. I can manually update each contact with the nice "Update" button and it automatically synchs the contact with AD, but I can't do that for all contact with a simple buttonclick? Switch to your contacts view, then go to the "Send/Receive" tab.

When a new email address is added to our company's Exchange server it doesn't show up immediately on my Outlook, and I suspect that it's because of the "cached mode".
If you go to Tools -- Download Address Book, does it successfully update?
This will update contact information, pictures, phone numbers, etc. Now you have the most up-to-date information from Active Directory in your local address book. Under Send/Receive Groups, you should see an option to "Download Address Book." Now you will be prompted for a few options, and you can choose to update from the Global Address List (this is how your AD should push out contacts). I download the full address book and it loads for a couple of seconds. I open some contact which I haven't updated yet, click on update - it is updated.
Also the Update button seems to have to do something with "Outlook Social Connector" - see the other screenshot I added?
When I look up the conference room in the Global Address List, it doesn't show up. So as I understood from our Sys Admin, the oab files are generated on one server, and rely on the file replication service on the global catalog servers (we have 2 of them) to copy the oab files to each of the servers.
However, if I delete my files (Offline Address Book) then I can see the new conference room in the Global Address List. The service was not started on one of the servers and therefore some users were getting old oab's while other users were getting fresh copies. if you're having this issue, make sure the file replication service is started. Chances are good that OAB generation is failing for some reason.
